For every device that does not already have JB, when the manufacturer releases the update and MIUI jumps base.

If there is no update then there probably won't be JB MIUI for that device. Of course, since you don't even say for which device this answer is as random as your question.

can we flash gapps on official english rom and have OTA update?

last build with gapps installed manually failed to get OTA update to Google Search crashed with QuickSearchBox.
will try MIUIAndroid.com tomorrow just to have gapps.

One thing i haven't seen mentioned in the changelog is the last two weeks have had more work done on improving the English in the base rom than ive ever seen. Still a long way to go, but good to see this forum and English users in general being taken a bit more seriously now.
